DISCIPLINARY CODEX OF
EUROPEAN UNION OF FUTSAL (UEFS)
 
General Provisions
 
Art. 1.  The field of Disciplinary Codex of UEFS includes all the unsportsmanlike actions that occurred during the official matches and competitions held by European Union of Futsal. Any unsportsmanlike action and also violation of the ethical norms before, during and after the sport event, inside or outside the sport installations where the tournament is held, is sufficient fact to apply disciplinary sanctions.
 
Art. 2. All the physical or juridical persons that enter UEFS or participate in UEFS competitions (clubs, National teams, representatives of Federation, officials, organizers, referees, coaches, players or Federations) are obliged to keep standards of Disciplinary Codex of European Union of Futsal.
The UEFS Committee, taking the decisions, also has to follow legislations of jurisprudence.
 
Art. 3. The right to apply the UEFS disciplinary sanctions at first instance belongs to the UEFS Commission composed of as minimum 3 persons:
  1. Chief referee of the Competitions
  2. Delegate of UEFS
  3. One of Vice-presidents, General Secretary of UEFS, any member of Disciplinary Committee of UEFS.
And at second instance it belongs to the UEFS Disciplinary Committee.
The President of UEFS appoints UEFS Committee.
 
Commission, Disciplinary Committee, UEFS Bureau and Executive Committee have the right to pronounce judgment regarding the violation of the Disciplinary Codex.
 
Their responsibility includes common interpretation and fulfillment of the standards of Disciplinary Codex of UEFS by all the physical or juridical persons.
 
Art. 4. UEFS Commission has the authorities to study all the disciplinary violations of the physical or juridical persons – members of the European Union of Futsal, made during all the competitions held by UEFS.
 
Art. 5. UEFS Commission has the authorities to apply the disciplinary sanctions for all the disciplinary violations that took place during the official UEFS competitions. Sanctions can be combined: economical and/or temporary removal from the participation in games.
All the decision of the UEFS Commission must be approved by the Disciplinary Committee of UEFS.
 
 
Standard procedure
 
Art. 6. Statement or report of the referee, UEFS delegate or protest from the side of Clubs or teams where the disciplinary violations that took place during the competitions are reflected must be passed immediately to the UEFS Commission for studying and pronouncement of the disciplinary sanctions.
 
There are three ways of pronouncement of the disciplinary sanctions:
  
  1. The UEFS Commission unsolicited pronounces the sanctions for the violations that took place during the competitions;
  2. The third person informs the UEFS Commission about the violations that can cause the disciplinary sanctions;
  3. The infringer or infringers inform the disciplinary organs about their violation. In that case the regulations of the Art. 12 of the present Disciplinary Codex take effect.
 
Urgent procedure
 
Art. 7. The violations made during the matches and closely concerned with the development of the game need the urgent taking of the decision from the side of the UEFS Commission.
 
Art. 8. Protests have to be entered in writing to the UEFS Commission during 2 hours after the match has finished. The protests regarding the result of the match are not taken to the examination.
 
Art. 9. For the exact decision of the degree of penalty of the fault reflected in the minutes of the game or in the written declaration from the third side, is necessary careful study of all the presented documents and also attestations, that can help in getting the exact picture of the happening and in determination of the guilty or not guilty, and also degree of penalty.
 
For the determination of the degree of penalty for the action taken place before, during and after the match the UEFS Commission above all is based on the records of the referee of the match, that is entered in the Minutes of the game.
 
Art. 10. If during the studying of the disciplinary violation the aggravating circumstance were not revealed, the penalty is minimal.
 
Art. 11. In case of repeated violation, by the decision of the disciplinary organ according to the Art. 5 the maximum degree of penalty can be applied.
 
Art. 12. The mitigating circumstances are the following:
  
  1. The peremptory acceptance of the referee’s decision by the player;
  2. The full avowal by the player of its guilt and his apologies to the rival against whom he committed the violation;
 
Art. 13. The aggravating circumstances are the following:
  
  1. Demonstrative disagreement with the decisions of the referee;
  2. Appeal to the audience;
  3. Provocative actions of the player or team, that caused disorder at the sports ground, in the sports center or adjacent territory before, during and after the match;
  4. Repeated violation;
  5. Any other condition that the UEFS Commission takes into consideration;
 
Art. 14. Decisions of the UEFS Commission take effect from the moment of the acceptance of the disciplinary sanctions.
 
Art. 15. Persons concerned and their representatives have the right to appeal to the Disciplinary Committee of UEFS against the decisions of the UEFS Commission. The UEFS Executive Committee is the last instance that studies the appeal.
 
Art. 16. The appeal must be realized during 10 days from the day of the declaration of the disciplinary sanctions.
 
Art. 17. Reclamation or appeal in no circumstances can stop the competitions.
 
Art. 18. Club or Federation/Association guilty in violation incur all the expenses connected with the studying of the reclamation or appeal.
 
Art. 19.  Making a reclamation or appeal, Club or Federation/Association must transfer UEFS preliminary payment. This payment is liable to return in case of taking the decision that confirms the validity of the reclamation or appeal of the Club or Federation/Association. In case of groundlessness of the reclamation or appeal, this payment is not returned.
 
 Art. 20. The payments for making reclamation or appeal are fixed: 200 Euro to the UEFS Commission and 400 Euro to the UEFS Disciplinary Committee and 600 Euro to the UEFS Bureau or Executive Committee.
 
DISCIPLINARY SANCTIONS
Violations, made by Clubs, National Teams, Federations/Associations or their representatives
 
Art. 21. If Team/National Team that doesn’t agree with the decision of the referee or declines to obey the decision of the referee staying at the sport ground declines to continue the match, the referee reckons the technical defeat with the score 1:0 and it pays 500 Euro as the fine. If during the game more goals were scored, this will be the result.
 
Art. 22. All the games have to begin in well-defined fixed time. The team that was late without good reasons is fined with 20 Euro for each minute of the delay.
 
Art. 23. In case of nonappearance of one of the teams at the game during 20 minutes, the referee reckons the technical defeat with the score 1:0 and it pays 500-700 Euro as the fine.
 
Art. 24. In case of nonappearance of both teams at the game the referee reckons them the technical defeat with the score 1:0  and they pay 500-700 Euro as the fine for each team.
 
Art. 25. In case of second nonappearance of the Club or National Team, they are taken away from the Competitions and pay 1.000 Euro as the fine.
 
Art. 26. Club/National Team – master of the ground ensures the security of the participants, referee’s teams, officials during all the period of their stay at the sport center where the competitions are held.
 
Art. 27. Breach of public order, demonstration of violence or audience’s going out to the sport ground during the match, that stops the game, is sufficient to examine this incident and as the result Club/National Team can lose the game or be taken away from the competitions. Moreover, the disqualifying (temporary or perpetual) of the sport center, temporary disqualifying of the Club/National Team or their officials or fine at the rate of 1.000 Euro can be applied.
 
Art. 28. Sport centers that don’t meet the requirements of the UEFS (availability of the shower rooms, illumination, secured checkrooms etc.) are not allowed to the competitions.
Art. 29. If the player – participant of the game is not registered officially, the referee reckons the technical defeat with the score 1:0.  And in spite of the result the Team has to pay a fine 400 Euro.
 
Art. 30. If the player, coach or representative of the team – participant of the game is disqualified, the referee reckons the technical defeat with the score 1:0, moreover the player, coach or representative of the team is disqualified for 3-5 games more. Disqualified players, coaches or representatives of the team don’t have the right to stay at the sports ground in no one’s capacity.
 
Art. 31. If the Team includes the player who has doping in his organism or who declines to go by the doping control after the match, the referee reckons the defeat with the score 1:0 and they pay a fine 1.500 Euro. This player is disqualified for 2 years.
 
Art. 32. The players, representatives of the teams, coaches, direction of the teams and referees, that decline to participate in commencement meeting or the ceremony of closing of the competitions, in the ceremony of rewarding the participants of the competitions that is considered as the demonstration of disrespect to the persons or organizations, are laid the disciplinary sanctions as disqualification up to 10 games and fine up to 1.000 Euro.
Sometimes UEFS Commission has the right to appeal to the Disciplinary Committee and UEFS Executive Committee or Bureau with the suggestion about lifelong disqualification or fine from 1.000 to 3.000 Euro.
 
Art. 33. For the deliberate humiliation of person’s honor or dignity, for propagation orally, in writing or in the press of the knowingly false data, that discredit European Union of Futsal (UEFS) or its staff, from the side of players, representatives of Clubs/Teams, direction and representatives of National Federations/Associations are laid disciplinary sanctions: disqualification for 5-10 games, fine up to 3.000 Euro, temporary abeyance of the UEFS membership up to 1 year or lifelong disqualification.
 
Violations perpetrated by the coaches, officials of the teams.
 
 Art. 34. Coaches and representatives of the teams that committed any violations are laid the same sanctions that the players.
 
Art. 35. The sanctions not reflected at the present Disciplinary Codex are studied by the UEFS Commission. The degree of severity of punishment depends from the weight of fault.
 
Art. 36. Demonstration of the aggressive actions concerning the referees and official representatives of the UEFS before, during and after the game is considered as the demonstration of disrespect for the above persons and is punished with the disqualification from 2 games to 3 years, including disqualification for all the international competitions and with the fine at the rate of 10.000 Euro.
 
Yellow and red cards
 
Art. 37 Referees use two kinds of the cards: yellow and red.
  • Yellow card is shown for the disciplinary and technical fouls. Can be applied after the oral reprimand or immediately. After two yellow cards during one game, the player misses this game with the right of substitution.
  
  • Red card is shown in case of sending away the player from the sport ground with the right of substitution. The player, coach or representative of the team that received red card during the game, misses automatically the next game. Moreover the UEFS Commission can use the disciplinary sanctions, such as disqualification or fine that are anticipated in the articles 38-42 of the present Disciplinary Codex, to the players, direction of Clubs/Teams, National Teams and direction of sport delegations.
 
Violations perpetrated by the players
 
Art. 38. Disqualification for 1-3 games or fine up to 300 Euro is laid for the following violations committed during the matches:
 
1. Rude play with unintentional disabling of the rival;
2. Expression of the disagreement with the decisions of the referees;
3. Demonstration of disrespect to the rival;
    1. Offensive gestures and unquotable expressions concerning the partner;
Art. 39. Disqualification for 2-4 games or fine up to 400 Euro is laid for the following violations committed during the matches:
  
  1. Rude play
  2. Offensive gestures and unquotable expressions concerning the rival;
  3. Demonstration of disrespect to the referees;
  4. Expression of the disagreement with the decisions of the referees;
  5. Provocation of the audience to the hostile attitude to the referees, rival team etc.
 
Art. 40. Disqualification for 3 – 5 games or fine up to 500 Euro is laid for the following violations committed during the matches:
  
        1. Aggressive behavior concerning the rival;
        2. Participation in the game of the disqualified player;
        3. Threat concerning the rival;
        4. Offence concerning the referee;
 
Art. 41. Disqualification for 10-15 games or fine up to 1.500 Euro is laid for the following violations committed during the matches:
  
  1. Rude play with disabling of the rival;
  2. Aggressive actions concerning the rival;
  3. Aggressive actions concerning the referees;
 
Art. 42. Disqualification for 25 games – 1 year or fine up to 10.000 Euro is laid for the threat concerning the referee;
 
Art. 43. For the disciplinary violations concerning the time-keeper, Recording Secretary, representative of the team, referee’s assistant, leaders and official persons are applied the same disciplinary sanctions as concerning the referee.
 
Art. 44. For the violation from the representative of the team, coach or player, reflected in the Minutes of the game and anticipating the disqualification for one or more games, the representative of the team, coach or player automatically misses the following game, even if UEFS Commission has not pronounced judgment for this question. In case of no fulfillment of this regulation, the disciplinary sanctions anticipated in the Art. 30 take effect. In that case the player will be punished in total according to the articles 38-42.
 
 Art. 45. If the period of disqualification exceeds the quantity of matches provided up to the end of competitions, the residuary period of disqualification is postponed until the other official competitions held by the European Union of Futsal (UEFS).
 
Art. 46. If the referee takes the decision about stoppage of the game, he informs about his decision the representatives of the team and makes the corresponding notation in the Minutes of the game, explaining in details the reasons of his decision.
 
Art. 47. The decision about transfer, finishing, rematch or stoppage of the game is taken by the UEFS Commission.
 
Art. 48. In case of finishing the game another day, only players who were at the sports ground at the moment the game stopped have the right to be there.
 
Art. 49. If during the game one of the teams at the sports ground contains only three players because of traumas or sending off the field, the match is stopped and referee reckons them the technical defeat with the score 1:0. When there is a drawn in total reckoning the punished team will have the place lower than the place of the team to which no disciplinary sanctions were applied.
 
The requirements to the federations, teams
 
Art. 50. The compensatory damage to the UEFS for the permission for the player to transfer from the Club of one country to the Club of another country – 300 Euro.
 
Art. 51. For no providing the reception and seeing off the team or UEFS representative – fine 200 Euro and compensation of their expenses.
 
Art. 52. For refusal of participation in European Cups after the confirmation – fine 500 Euro.
Art. 53. For no fulfillment of the UEFS decisions:
  1. Disqualification of the team up to the three years;
  2. Fine of the federation, team up to 3.000 Euro;
  3. The abeyance of membership of the federation in the UEFS.
